<P>PROBLEM TO BE SOLVED: To provide a relay server and a communication control method that prevent a high charge from being imposed on a user even if a communication device establishes unauthorized communication connection to an IP server. <P>SOLUTION: When a communication part 201 receives a connection request including address information, a communication processing part 202 increments data volume and communication count in communication history information corresponding to the address information stored in a memory part 204.
