<p><P>PROBLEM TO BE SOLVED: To provide a positioning system, etc. in which a positioning terminal can report positions with low power consumption, even indoors in a short time. <P>SOLUTION: The positioning system 1 comprises both a building location information input device, installed at an entrance of a room for writing both building location information and entry and exit information in an IC card, when a user passes through the entrance and the IC card for storing building location information. In the case that an IC card search means of the positioning terminal search for a readable IC card at the presence of a position request and detects the readable IC card and that entry and exit information indicates that the user is in the room, a position report means of the positioning terminal reads the building location information from the IC card and reports it to a position requesting program.
