<P>PROBLEM TO BE SOLVED: To provide an integrated circuit and a radio IC tag that allow additional data writing. <P>SOLUTION: The integrated circuit 2 has a memory 72 for storing data, a rectification circuit 61 for rectifying an alternating signal based on an electromagnetic wave received from an external device to generate a direct current voltage and generate operating voltages, a logic circuit 66 for reading out the data stored on the memory 72, a modulation circuit 62 for modulating a reflected wave with the data read out by the logic circuit 66, terminals connectable with antenna circuits 51 and 52, a phototransistor 74 for inputting an electrical signal depending on a radiated optical signal into the logic circuit, and a fuse ROM 73 to which data included in the electrical signal is written.
