PROBLEM TO BE SOLVED: To provide a monitoring and controlling device and a monitoring and controlling method useful for predicting the occurrence of abnormality in a facility or equipment having a movable section.

SOLUTION: This monitoring and controlling device is composed of: an image pickup part 110 for photographing a facility or device having a movable section for successively performing a plurality of operations by one operation for every operation; a control part 120 for acquiring the location information of the movable section based on image data acquired from the image pickup part 110; a data storage part 130 for storing the location information; and a display part 140 for displaying the location information in two or more operations for every operation step.
