PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide cutting tool having a hard coating layer exhibiting excellent wear resistance in high-speed cutting of a heat resistant alloy. SOLUTION: The surface coated cemented carbide cutting tool is formed by vapor depositing a hard coating layer composed of an upper layer and a lower layer each formed of (Cr, Al, Y)N on the surface of a cemented carbide substrate, wherein the upper layer has an average layer thickness of 0.5 to 1.5μm and the lower layer has the average layer thickness of 2 to 6μm respectively, the upper layer has an alternately laminated structure of a thin layer A and the thin layer B having the average layer thickness of one layer of 5 to 20 nm (nanometer) respectively, and the thin layer A, the thin layer B, and the lower layer are formed of (Cr, Al, Zr)N layer satisfying specific composition formula respectively.
