PROBLEM TO BE SOLVED: To provide a method of manufacturing a water-shielding material being easy to apply and capable of retaining a barrier function over a long period from the beginning and having gas permeability. SOLUTION: The method uses a manufacturing apparatus consisting a cylinder 2 with both ends opened, a piston 6 to be engaged in both ends of the cylinder 2, a vent hole 11 disposed in the cylinder 2 and a vacuum pump connected with the vent hole 11. One end of the cylinder 2 is closed, and a dried clay material 9 and a hydrophobic material are charged. While the piston 6 is engaged in the other end of the cylinder 2, the cylinder 2 is evacuated with the vacuum pump to suck air contained in the clay material 9, and the hydrophobic material is filled in the clearance of the clay material and consolidated by compressing the clay material through pressing with the piston 6 under vacuum.
