PROBLEM TO BE SOLVED: To provide an autonomous distributed information communication system in which a plurality of IP phone servers are cooperated without depending on a production maker and an IP phone network can be constructed in the scale of several ten millions users. SOLUTION: In the autonomous distributed information communication system, an IP phone client A221 comprises: a control section 231 for recognizing a change in state information of the IP phone client A221 and controlling communication connections with IP phone clients 222, 224; a distributed shared agent section 241 which is updated in the state information of the IP phone client A221 from the control section 231 and updated in state information of the IP phone clients 222, 224 from the IP phone clients 222, 224; and a private segment sharing information section 210 for storing the state information of the IP phone clients 222, 224 received by the distributed shared agent section 241.
