PROBLEM TO BE SOLVED: To simplify production management or inventory management by preventing formation of a difference in level between base panels so that a floor heating panel can be constructed without being restricted by fluctuation of ambient temperature. SOLUTION: A hot water pipe 14 is laid over a plurality of base panels 12a and 12b foldably connected and arranged. The hot water pipe 14 is extended between the base panels 12a and 12b across a folding line L1.
