PROBLEM TO BE SOLVED: To provide a surface-coated cermet cutting tool having a hard coating layer exhibiting superior chipping resistance in high speed intermittent cutting work. SOLUTION: This surface-coated cermet cutting tool is formed by depositing on a surface of a tool base body composed of WC group cemented carbide or TiCN group cermet, the hard coating layer composed of: a modified Al-Cr composite oxide layer having (a) a lower layer consisting of one or two or more layers of a Ti compound layer of a TiC layer, a TiN layer, a TiCN layer, a TiCO layer and a TiCNO layer formed by chemical deposition and having a total average layer thickness of 3 to 20μm; and (b) an upper layer having an average layer thickness of 1 to 15μm and anαtype crystal structure in a chemically deposited state, satisfying a composition formula : (Al<SB>1-X</SB>Cr<SB>X</SB>)<SB>2</SB>O<SB>3</SB>(here, X : 0.01 to 0.1 in the atomic ratio), and showing a specific inclination angle distribution graph.
