PROBLEM TO BE SOLVED: To provide a welding electrode having reduced moisture pick-up properties and reducing the amount of diffusible hydrogen in a weld bead, and to provide a welding method including the use of a gas-shielded cored electrode, a welding electrode containing a sodium-silica-titanate compound in a flux to reduce moisture pick-up properties of the flux. SOLUTION: The cored electrode includes a metal sheath and a fill composition, has reduced moisture pick-up properties and forms a weld bead with low diffusible hydrogen, wherein the fill composition contains a titanium dioxide, a slag forming agent, and a moisture resistant compound, and the moisture resistant compound contains a titanium compound, a potassium compound, a sodium compound, and a colloidal silica.
