<p><P>PROBLEM TO BE SOLVED: To solve the problem that it is impossible to sufficiently contain operation procedures and design information into a ladder program because a capacity of comments to be written to the ladder program is limited and only character data is permitted. <P>SOLUTION: A document, a document relation table showing correlation between a user program and the document, and a display application association table designating an application required for displaying the document are preserved in a storage means. When reference to a document is requested from a PLC application with a program element designated, the document relation table is referred to specify the document, and the display application association table is referred to specify a display application, and information of this display application and the specific document are transmitted to the PLC application to be displayed.
