PROBLEM TO BE SOLVED: To provide a transfer apparatus capable of improving the image quality of a toner image transferred onto a recording medium, and also, capable of suppressing the occurrence of white dots in the toner image, and to provide an image forming apparatus equipped with the transfer apparatus. SOLUTION: The image forming apparatus includes; an image carrier, a charging means for electrifying the surface of the image carrier; an exposure means for forming an electrostatic latent image on the electrified image carrier surface in accordance with image information; and a developing means for developing the electrostatic latent image and forming the toner image. The transfer apparatus for transferring the toner image formed on the surface of the image carrier of the image forming apparatus to a recording medium includes an intermediate transfer body 1 on which the toner image is temporarily transferred, a primary transfer roller for transferring the toner image formed on the image carrier to the intermediate transfer body 1, and a secondary transfer roller 6 for transferring the toner image already transferred to the intermediate transfer body 1 to the recording medium, and the secondary transfer roller 6 has a two-layered structure of a surface layer 63 and an inner layer 62, and the volume resistivity of the inner layer 62 is made larger than that of the surface layer 63.
