PROBLEM TO BE SOLVED: To provide a fibrous board which can reduce a load to the environment by using a plant-derived raw material, which, when used as a partition, a bulletin board or the like, excels in the pinning property of a pushpin or pin and the retaining property thereof, and which, when used as a flooring material, excels in resiliency, and to provide its manufacturing method. SOLUTION: The fibrous board comprises a short fiber whose average fiber length is in the range of 5-100 mm and a polylactic acid resin, contains the polylactic acid resin in the range of 10-60 wt.% based on the total weight, and has an apparent density in the range of 0.2-0.5 g/cm<SP>3</SP>.
