PROBLEM TO BE SOLVED: To provide a paper packing material and a paper board for the packing material which can be assembled by simple folding work, can ensure a protective (cushioning) function for an article requiring a strict tolerance, can be assembled with a minimum number of packing components, and can be applied to wide range of articles. SOLUTION: The paper packaging material 20 is equipped with a storage cushioning material consisting of a bottom cushion portion 310 that is a hollow rectangular parallelepiped formed by folding one paper member 300, and side cushion portions 330, 340, 350, 360, 370 and 380 of hollow rectangular parallelepipeds that are formed on respective sides of the bottom cushion portion 310. The bottom cushion portion 310 is combined with the side cushion portions 330, 340, 350, 360, 370 and 380 to form a central article storing part S. The storing part S is so structured that no cut face of the paper member 300 is exposed on any part of the inner surface of the storing part S, and that the bottom cushion portion 310 and each of the side cushion portions 330, 340, 350, 360, 370 and 380 are not connected via their upper face boards to keep the bottom cushion portion and the side cushion portions independent of each other.
