PROBLEM TO BE SOLVED: To provide a tool for activating fluid, such as water and liquid fuel, passing through the inside of a pipe during the passage process. SOLUTION: A cylindrical body through which fluid passes is equipped with a blade extending spirally from the axis line of the cylindrical body in the lengthwise direction, and the fluid is made to pass along the blade, which causes a vortex flow to activate the fluid. The cylindrical body with a blade is formed by installing the spiral blade on the outer surface of the cylindrical body so as to be integrally projected, and the cylindrical body with a blade is installed in a second cylindrical body. The blade is installed so as to be projected from the axis line of the cylindrical body to three directions. A cartridge accommodating a ceramic material is connected to a fluid delivery-side end.
