PROBLEM TO BE SOLVED: To protect contents.

SOLUTION: A hierarchy determination part 152 compares the bit rate of a maximum writing speed of a storage which is supplied from a communication part 151 with a bit rate in each hierarchy of hierarchically encrypted contents which are stored in a hierarchy information holding part 153 to determine the hierarchy of the hierarchically encrypted contents. A packetizer 154 acquires the contents of hierarchy corresponding to the determined hierarchy from contents acquired from a contents recording part 155 and stores the acquired hierarchical contents in a packet. The communication part 151 transmits the packet supplied from the packetizer 154 by streaming distribution to protect the contents. This invention can be applied to a communication system.
