PROBLEM TO BE SOLVED: To provide a developing apparatus, a process cartridge and an image forming apparatus which can reuse toner, suppress increase in toner aggregation and decrease in the charging performance of the reused toner, and prevent deposition of a toner on an electrostatic conveying member. SOLUTION: The developing apparatus 10 is equipped with a developing unit 20 to carry out development, a toner recovering unit 30 to recover residual toner, and a conveying unit 40 to send the residual toner recovered by the toner recovering unit to the developing unit so as to reuse the residual toner. Further, fluidity and charging property of a residual toner are recovered by adding rubbing force required for charging the toner or adding inorganic fine particles in the conveying unit 40.
