PROBLEM TO BE SOLVED: To provide a developing device designed such that only developer sufficiently stirred in a developing tank is discharged, a large quantity of developer is prevented from being discharged from a developer overflow opening even when the developing tank is inclined, thereby degradation in charging performance is hindered and copied image quality is kept satisfactory, and to provide an image forming apparatus having the developing device. SOLUTION: A projecting part 40 into which developer can flows is formed on a sidewall 21c of the developing tank 21 of the developing device 20, the sidewall 21c having a developer discharge opening 33. The projecting part 40 incorporates: a rotatable developer discharge regulating member 41 disposed adjacent to the sidewall 21c of the developing tank 21 and having an opening 42; and an excessive discharge restricting member 43 disposed adjacent to the developer discharge regulating member 41 and having an opening 44.
