PROBLEM TO BE SOLVED: To enable a communication system which has only a speech line and a communications system which has a data line outside of the speech line to perform both speech communication and data communication. SOLUTION: A device 103 for speech code conversion, which converts a first speech code generated by encoding an input speech by a 1st speech encoding system, into a second speech code of a second speech encoding system converts the first speech code into the second speech code, extracts embedded data from the 1st speech code, when arbitrary data are embedded in the first speech code received from a transmission source, and transmits the second speech code and extracted data separately to a transmission destination.
