A method for evaluating block effect of an image is provided to supply a standard for determining the block effect of the image and a standard for evaluating the picture quality by measuring the amount of block effect in a boundary between blocks. An inclination value of an edge pixel, which is disposed at an edge of a block, and an inclination value of a pixel adjacent to the edge pixel are calculated. If the inclination value of the edge pixel is bigger than the inclination value of the pixel adjacent to the edge pixel, a difference between two inclination values is squared. Pixels corresponding to block effect are selected, and the square values of a difference between inclination values of pixels are accumulated. A measurement degree of the block effect is calculated by log-operating the accumulated square values of the difference between inclination values of pixels.
