PROBLEM TO BE SOLVED: To provide a charging rate estimating device for secondary cells, capable of promptly making the estimated charging rate value to a correct value, even when operation is resumed in the condition while changing each parameter of the battery model, after a long passage of time from stopping the parameter estimating operation to operation resumption. SOLUTION: The charging rate estimating device for secondary cell using applicable digital filter is equipped with a regulating means 7 which, during a predetermined period from the beginning of parameter estimation operation, regulates to make the parameter estimation rate in applicable digital filter 4 to be larger than the parameter estimation rate, after passage of the predetermined time from the beginning of parameter estimation operation. The regulating means can increase the parameter estimation rate, by regulating so as to enlarge the adjustable gain or reduce the time constant of the low-pass filter of a preprocessing filter means 3.
