PROBLEM TO BE SOLVED: To provide a video recording and reproducing device dealing with multi-channels like an AV server, wherein a flexible system configuration optionally coping with a plurality of resolutions of a video signal is made possible. SOLUTION: The video recording and reproducing device coping with multi-channels including: a plurality of input sections for respectively receiving a video signal; a plurality of output sections for respectively outputting the video signal; and a recording section for recording the video signals, and recording the video signal received by each input section to the recording section, and outputting the video signal reproduced from the recording section from any output section, and at least one of the input sections includes an input timing pulse generation means 32 that generates a timing pulse whose frequency is switched depending on the resolution of the received video signal and supplying the timing pulse to circuits 22, 34 for applying processing to the video signal in the input section.
