PROBLEM TO BE SOLVED: To facilitate operations of an operator in converting information data prior-to-conversion that is setting of a plurality of character data into two or more two-dimensional code data. SOLUTION: The information data prior-to-conversion is divided and each divided information data prior-to-conversion is converted into two-dimensional code data. It is decided whether a code symbol of a two-dimensional code indicated by the two-dimensional code data is larger than a setting maximum (S18); and when larger than the set maximum, the number of partitions is increased (S19). Then, the information data prior-to-conversion is divided by the increased number of partitions, and the same execution is performed repeatedly. Since the information data prior-to-conversion is automatically divided in this way, the operator having to divide can be dispensed with, which facilitates the operations in converting the two-dimensional code data. Moreover, since the code symbol is converted so as not to exceed the set maximum, this is effective, when the two-dimensional code is output to an output medium having restriction along the width direction, such as a tape.
