PROBLEM TO BE SOLVED: To provide an apparatus for reforming fuel, unaffected with liquid level and of a method of reforming fuel with ultrasonic application. SOLUTION: An ultrasonic oscillation means (an ultrasonic oscillator 2, a driving circuit 3) oscillating an ultrasonic wave SW from the bottom surface (a bottom outer surface 4a) and an ultrasonic frequency-variable means (a reflected wave detector 5, a control means 6) changing frequency f of the ultrasonic SW from the ultrasonic oscillation means (the ultrasonic oscillator 2, the driving circuit 3) corresponding to liquid level H of a fuel F in the fuel container 4 are set on the bottom surface (the bottom outer surface 4a) of the fuel container 4.
