PROBLEM TO BE SOLVED: To start an engine by battery electric power even under condition where battery capacity is low and output performance drops. SOLUTION: In a vehicle provided with an engine, a battery 2, and a starter 11 supplied with battery electric power at predetermined start voltage and starting the engine, temperature of the battery is raised by a battery heating device 13 without consuming electric power charged in the battery if EUC 1 determines that predetermined start voltage can not be applied to the starter 11 from the battery 2 based on a battery condition when an ignition switch 9 is operated to start the engine. The battery heating device 13 uses, in an embodiment, heat at a time of chemical reaction. Consequently, temperature of the battery is raised and the battery is put under a condition where start voltage can be applied to the starter 11 from the battery 2. COPYRIGHT: (C)2007,JPO&INPIT
