PROBLEM TO BE SOLVED: To obtain a contents access control system, a contents access control method, and a contents access control program capable of refusing access on specific contents such as a harmful site or the like without requiring settings on a proxy server. SOLUTION: When a proxy operation determining section 221 receives a packet sent from a LAN side interface section 211, the proxy operation determining section 221 determines whether or not a specified URL applies to conditions stored in a restriction information storage section 217 if a HTTP request is therein stored. A packet rewriting section 222 transmits the packet in which the specified URL of the packet is not certified yet to a relay certification section 223 when an entry of an applicable URL is not made into an access information storage section 218. The relay certification section 223 executes certification processing to a transmitting source address of the packet by using a certification information storage section 219, and prepares its entry in the access information storage section 218 when it is successful.
