<p><P>PROBLEM TO BE SOLVED: To provide a coding processing apparatus capable of enhancing a compression rate by using a coding system including two quantization systems of post quantization and scalar quantization, so as to carry out highly accurate quantization control suitable for the characteristic of an image attribute. <P>SOLUTION: The coding processing apparatus separates image data into mask image data (image data for respectively separating the received image data to select a foreground image or a background image depending on black/white of a mask image), foreground image data and background image data, and uses either of the two quantization processing methods comprising the scalar quantization processing and the post quantization processing so as to be adaptive to the characteristic of the separated image data. For example, in the case of using text information as the mask image, the image processing apparatus applies no scalar quantization but applies the post quantization to the mask data to reduce only low-bit planes to eliminate noise, and applies no post quantization but applies the scaler quantization to the other foreground and background images.
