A method for implementing a part record of push-to-talk over cellular (POC) service and a system thereof. The POC service system comprises mainly a POC service server and a billing server. When a predetermined record generation threshold of part call record is triggered in a group session of POC service, the POC service server transmits a billing message to the billing server, and the part call record is generated. The present invention takes into account the limitation of factors such as the requirement of billing safety and the capacity of billing call record and the like, and provides the providers a feasible, exact and credible relatively method for implementing the part call record of POC service.
