<P>PROBLEM TO BE SOLVED: To solve the problem that a commercial point service web site system by which a consumer presents service points to be distributed from a trader to others online is already suggested, however, a merit of introducing the service points is reduced in the trader since transfer of points is freely performed. <P>SOLUTION: This portable terminal which controls transfer of value information based on transferrable condition information is suggested. At this time, present condition information is compared with the transferrable condition information and the transfer of the value information is controlled according to their comparison results.
