PROBLEM TO BE SOLVED: To ensure high reliability against failures and breakages of some apparatuses and deterioration in the communication state, and to inexpensively realize a monitoring system, when the system is to be configured by a plurality of monitoring cameras. SOLUTION: The monitoring camera 100 is provided with a master processing unit 3 for applying at least any one of information processing and information accumulating to data, including images to be collected in each of communications terminals providing functions as a slave set; a slave processing unit 2 including an imaging means and transmitting the data containing images photographed by the imaging means, to a specific communication terminal providing functions as a master set to a sub-network; and a function conversion processing unit 1 for switching between providing the functions of the master set by own terminal to another communications terminal on the sub-network by utilizing the master processing unit, and providing the functions of the slave processing unit to another communications terminal connected over the sub-network as a master set.
