A mobile carrier frame (24) is used for lifting, handling, and transporting containers (34) on to and off of the platform of a transport vehicle (78) , such as a truck. Drive wheels (62) and caster wheels (62) are positioned suc h that the carrier frame (24) may be more easily maneuvered into tight spaces, such as parallel parking spaces. The carrier frame may be remotely operated by means of a remote control device. A transverse element at the rear end of th e carrier frame may be used to provide additional structural support to the carrier frame, especially when in an engaged position.
