PROBLEM TO BE SOLVED: To improve warming-up of a catalyst by increasing the lift quantity of an exhaust valve in cold starting. SOLUTION: In a control device for an internal combustion engine equipped with a variable valve timing mechanism for variably controlling the lift quantity of at least the exhaust valve, and an exhaust emission control device having the catalyst, the engine is started (step S10), and then an engine cooling water temperature, an integrated intake air quantity, ignition timing, and the like are read (S11), and the cold starting time is determined based on them (S12, 13, 14). In cold starting (Yes in S12, Yes in S13 and Yes in S14), the lift quantity is set larger than the lift quantity after cold starting. After cold starting, the lift quantity is returned to a normal lift quantity by moderating control (S16-S18).
