PROBLEM TO BE SOLVED: To provide a paper carrying device and an image forming device equipped with a detecting means having fast responsiveness, and capable of detecting the presence or absence/passing of a recording medium regardless of a kind of the recoding medium in a noncontact manner. SOLUTION: A static coupling range in a carrying direction of a recording medium is structured to be small, and changes in static coupling amount is detected. Therefore, the detecting means having fast responsiveness and capable of detecting the presence or absence/passing of the recording medium regardless of the kind of the recording medium in the noncontact manner can be disposed at any place.
