PROBLEM TO BE SOLVED: To provide a floor heating system extremely easy to set while minimizing the work performed by a professional agent. SOLUTION: The floor heating system 10 comprises a panel unit 11 in which a plurality of heater panels 20 with heating resistors are preliminarily connected so that the heating resistors are electrically connected to each other; a floor finishing material 12 laid on the panel unit 1, and a controller 13 controlling the current-carrying to the panel unit 11. The panel unit 11 and the controller 20 are electrically connected through a connector.
