PROBLEM TO BE SOLVED: To provide a system stream generating device and a system stream generating method, wherein a plurality of AV clips where front and rear connection relationships exist are efficiently generated. SOLUTION: The AV clip is formed as a block from the connection relationship of the AV clip in a structure of an image title. The AV clips are generated by use of a multiplexer which has a buffer state retaining means and a buffer control means which input AV clip connection information indicating the relationship between the blocks, so that when a part of the AV clips is updated, the reproduction of the AV clips can be minimized to update the AV clips.
