PROBLEM TO BE SOLVED: To reduce the manufacturing cost of a video signal processing apparatus and power consumption thereof. SOLUTION: This video signal processing apparatus with a timing controller samples a signal of each horizontal scanning line included in an effective display period having substantial video information in an original video signal synchronously with a horizontal synchronization signal at a predetermined frequency and outputs the sampled signal, and outputs the above signal in the effective display period in a timing thinned per predetermined horizontal synchronization signal as a gate clock indicating a timing of a new line in a display device.
