PROBLEM TO BE SOLVED: To provide an electrophoretic display element realizing a memory property which is stable for a long period of time and reversible, and an electrophoretic display device. SOLUTION: A particle dispersion liquid, composed of a dispersion medium 2 and a plurality of charged particles 1, is filled in a space surrounded by a first substrate 3a and a second substrate 3b, which are disposed in a state of being separated with a prescribed distance, and a partition wall member 5 disposed in a gap between the first substrate 3a and the second substrate 3b. At the same time, zeta potential polarity exhibited by the charged particles 1 and that exhibited by the inner wall interface of the space in which the particle dispersion liquid is filled are made identical to each other, and further the dielectric constant of a member 7 constituting the inner wall interface of the space is made larger than that of the charged particles 1.
