PROBLEM TO BE SOLVED: To provide a lead puncher for inner spline having tooth lacking, wherein the inner gear to be worked allows the spline surface having tooth lacking portion to be subjected to sufficient plastic-working. SOLUTION: One pair of one side tooth piece tools 14, 15 for forming tapered parts 25, 25 are arranged corresponding to the spline surfaces 12, 13 of the tooth lacking position 1b in each tooth piece tool. Then, reverse-tapered working part flat surfaces 16 of the one pair of one side tooth piece tools 14, 15, are made to the flat surfaces 16, and guide surfaces 17 of the fan-shaped guide 27 fixed to the main body 6, are arranged in contact with the respective flat surfaces 16, and the guide surfaces 17 of the fan-shaped guide 27 fixed to the main body 6 are arranged in contact with the reverse-tapered working part flat surfaces 16. When each tooth piece tool 2 and the one side tooth piece tools 14, 15 are shifted to the radiating direction with a punch 3, the respective reverse-tapered working part flat surfaces 16 are largely shifted in the peripheral direction with the guide surfaces 17 of the fan-shaped guide 27 fixed to the main body 6 and then, the tapered parts 25 are fabricated while the taper-working parts 26 of the respective one side tooth piece tools 14, 15, are pushed against the spline surfaces 12, 13 of the tooth lacking portion 1b.
