A method and a system for offering an online cartoon production service supporting a relay mode are provided to enable the first user to produce a few cartoon pages if a relay mode cartoon production request is requested from the first user and enable the second user to produce the cartoon pages continued to the produced cartoon pages if the cartoon production request related to the produced cartoon pages is received from the second user. An image file database(601) stores image files for generating image cuts. A cartoon comprises more than one page and one page comprises more than one image cut. The first receiver(602) requests the relay mode cartoon production request from the first user. The first controller(603) enables the first user to produce the cartoon pages including the specific number of image cuts by providing a webpage associated with cartoon production. A display part(604) displays the produced cartoon pages to a posting space. The second receiver(605) requests the relay mode cartoon production request associated with the displayed cartoon pages from the second user. The second controller(606) enables the second user to produce the cartoon pages continued to the produced cartoon images by providing the associated webpage.
