A water saving system and a water saving method are provided to economize in water by utilizing the abandoned water for various purposes and to control the temperature of water to be used and to set up the temperature of hot water precisely by supplying hot water at the wanted temperature. A water saving system contains: a hot water valve(1); a hot water pipe(2) connected from a boiler to the hot water valve to convey the hot water heated from a boiler to a hot water valve; a cutoff valve(3) installed to the hot water pipe to cut off the flow of hot water flowing in the hot water pipe; a bypass pipe(4) branched from the hot water pipe and connected to a storage tank to convey initial cold water to a storage tank; a bypass valve(5) installed to the bypass pipe to limit the flow of water of incongruent temperature flowing in the bypass pipe; a storage tank(6) composed of a water level sensor to sense water level, a water level controller to control the bypass valve to keep the water level of the storage tank not to go over the appointed level and a display to let the sensed water level know a user; a temperature sensor(7) measuring the water temperature in the hot water pipe; and a controller(8) comparing the temperature signal sensed from the temperature sensor with the preset temperature and sending out control signals to the cutoff valve and the bypass valve.
