A mercury free surface light source structure, a flat light source device, and a driving method thereof are provided to introduce the stable front discharging and enable the control of brightness in a short time, by optimizing the structure of a fluorescent layer. An upper plate(10) and a lower plate(20) are apart from each other at a predetermined distance. A partition wall member(30) forms a discharge space, which is filled with a discharge gas, between the upper plate and the lower plate. Fluorescent layers(118,24) are coated on the inside surfaces of the upper plate and the lower plate. A pair of main electrodes(X,Y) are patterned on one of the upper and lower substrates, and emit a visible light by activating the fluorescent layers using plasma, which is formed by an electric field generated in the discharge space. An auxiliary electrode(I) is patterned on the other of the upper and lower substrates, wherein the auxiliary electrode has a component parallel to at least one of the pair of main electrodes and a component across the pair of main electrodes, when viewing the discharge space from the upper plate.
