A dry-type waste vinyl recycling process is provided to separate foreign materials of the waste vinyl over 97% by using a system having two cutters and three foreign material separators and feeding back when foreign materials over the predetermined size are detected during a foreign material separating process. The waste vinyl transferred by a crane is cut in the predetermined size by a hydraulic cutter and a mechanical cutter and inserted into a first foreign material separator. The waste vinyl separated in the first foreign material separator is inserted into a storage tank and foreign materials are separated and fallen into a foreign material container. Large waste vinyl is delivered to the mechanical cutter again and the waste vinyl over the predetermined size is inserted into a second foreign material separator. The foreign materials over the predetermined size are inserted into the foreign material container and the vinyl over the predetermined size is sent to the mechanical cutter again. The rest foreign materials and vinyl below the predetermined size are moved to a third foreign material separator. The vinyl collected in the storage tank is sent to a first pyrolysis meltdown extruder and a second meltdown extruder. The waste gas generated from two extruders is sent to an active carbon tower and the clean air is exhausted to the atmosphere.
