Provided is a resin composition for both top coat and under coat which is used as a waterproof flooring, is free from the curing inferiority due to moisture and is excellent in adhesion, abrasion resistance, solvent resistance and weather resistance. The composition comprises a base which comprises a first polyol compound, an aliphatic polyisocyanate compound, a chain extender, a plasticizer, a propylene-based defoaming and reactivity diluting agent, an antifoaming agent, a high viscosity solvent, and a color pigment; and a curing agent which comprises a second polyol compound, a water-soluble flame retardant, water and dyes of various colors. Preferably the ratio of the base and the curing agent is 4:1 by weight; the first polyol compound is a polyether-based polyol having a number average molecular weight of 1,000-5,0000; and the aliphatic polyisocyanate compound is isophorone diisocyanate or hexamethylene diisocyanate.
