A tank installation with secondary liquid containment includes a tank and a liquid impervious enclosure having a bottom which underlies the tank and a side wal l which surrounds the tank. The side wall of the enclosure is vertically movable fro m a lowered ground level position to a raised containment position. The side wall is selectively moved to the lowered ground level position when access is required to the tank or whe n rain water must be drained from the enclosure.
