A process for manufacturing lusterless plastic panel is provided to inhibit lustering of the panel and not to leave trances or marks such as finger prints on the panel by applying microfine glass particles to a glass plate to cover a plastic resin containing glass plate, and fusion adhering the glass particles to surface of the plastic resin plate. The process comprises the steps of: coupling a resin gasket(16) along periphery of first glass plate(14) applied with microfine glass particles(12); injecting synthetic resin into the surface of the first glass plate with desired thickness; covering top face of the synthetic resin contained in the first glass plate with second glass plate(20) and coupling the same by clamps; entering the coupled first and second glass plates into a water bath at 30-50deg.C and curing the plates for 8 hours to 5 days according to thickness of the resin; heating the water bath to 90-100deg.C for 30-60minutes to increase strength of the resin and homogeneously fuse microfine particles coated on the glass plates; cooling the resin by opening the water bath; and separating the first and second glass plates and the resin, respectively, by removing the clamps.
