An abrasive and an abrasive cloth are provided to increase the flattening degree by reducing cross points of warps and wefts of an upper textile layer and a lower textile layer. An abrasive includes an upper tissue layer, a lower tissue layer, and a binder(70) connecting the upper tissue layer and the lower tissue layer. The abrasive is manufactured by a method including the steps of: crossing warps of the upper tissue layer and wefts of the lower tissue layer; manufacturing the upper tissue layer and the lower tissue layer simultaneously; and connecting the upper tissue layer and the lower tissue layer, with the binder not obstructing the constitution of the upper tissue layer and the lower tissue layer.
