A pre-processing method and a pre-processing apparatus using a perceptual weighting filter are provided to output improved speech signals from a CODEC by reducing an audible quantization error through a perceptually improved pre-process. A pre-processing method using a perceptual weighting filter includes a step of subjectively determining a perceptual weighting constant value of the perceptual weighting filter through a hearing test, and a step of pre-processing a speech inputted to a voice CODEC using the perceptual weighting filter having the determined perceptual weighting constant value.
