An Ethernet connecting device using a modem is provided to enable a modem user to do web surfing by accessing the Internet, even though the user is not connected with an ISP(Internet Service Provider) or a modem pool which provides an Internet access service. A terminal(50) is mounted with a modem for sending an Internet access request signal via a subscriber line. When receiving the Internet access request signal, an exchange(52) is switched and allocates a line to transmit the access request signal to a high-speed sub highway. When receiving the Internet access request signal, a modem/Ethernet converter(54) processes an Internet access procedure with the modem of the terminal(50), converts data received from the modem into packets, and properly converts the packets according to the Ethernet protocol to send/receive the converted packets.
