PROBLEM TO BE SOLVED: To provide a milk foamer capable of sanitarily managing a milker and forming high quality milk foam, and a coffee beverage making device provided with the milk foamer. SOLUTION: The milk foamer 61 comprises a milk cool storage 69 for keeping milk cool, a steam boiler 64, and the milker 65 for sucking the milk from the milk cool storage 69 by steam generated by the steam boiler 64, sucking air, mixing the sucked milk and the sucked air and generates the milk foam, wherein a milk control valve 85 and a controller 20 are provided for controlling the supply of the sucked milk into a milker main body 71, the controller 20 performs the milker washing operation of stopping the supply of the sucked milk into the milker main body 71 by the milk control valve 85 and discharging only steam.
