<p><P>PROBLEM TO BE SOLVED: To provide a member card issuing system, and a member card issuing method capable of providing membership in a short time. <P>SOLUTION: An identification code generating device 2 provided with a means for inputting personal information such as a name and an address is provided for generating an identification code of the personal information, and exchanging the identification code 3 with a cellular phone 4. A data storing part is provided for storing the 3 identification codes received from the identification code generating device 2. The cellular phone 4 is provided for reading the identification code from the data storing part and displaying it. A reading means 7 is provided for reading the identification code 3 displayed in the cellular phone 4. An analyzing and setting means is provided for analyzing/setting the personal information from the read identification code in a printing information command providing printing by a printing and issuing means 8. The printing and issuing means 8 is provided for printing/issuing a membership application 10 and a member card 11 in a connected state on the basis of the printing information command analyzed/set by the analyzing and setting means.
